Child Care Financial Assistance Program (CCFAP)
Administrative Assistant/Financial Assistant Support Specialist

Supervised By: Director of Child Care Financial Assistance Program
40 hours, Non-Exempt position
Hours: 8:30 – 4:30
Overview:
Assist CCFAP Specialists with casework related to families in need of state assistance with child care tuition by performing a wide range of paperwork and customer support duties. In addition, support administrative needs of organization by providing front desk coverage, customer service, and assist the Executive Director with occasional administrative tasks.
Responsibilities:
Assist Specialists in managing files and corresponding with clients. This may include but is not limited to:
- Using list generated by Specialists, generate and mail review letters and application to families within specified timelines.
- Close out client files when information is past due and enter into CDDIS – the state data base.
- Send letters to families and providers regarding official decisions about the case.
- Keep track of forms needed and order from CDDIS central office.
- Research returned mail and re-send to new address and update database.
- Review subsidy and ARCC applications for completion and return to sender with request for additional information if needed.
- Enter and/or update addresses and household members based upon completed review applications.
- As assigned, track and compile information for a variety of purposes such as tracking the number of new applications, counting walk-ins, etc.
- Daily filing and end of year boxing of files.
Assist clients including but not limited to:
- Answer and screen calls and e-mails from clients. Respond to basic questions such as application status and requests for forms. Direct to Specialist as appropriate.
- Meet with walk-ins to answer questions and consult with or refer to Specialists as needed.
- Enter notes into CDDIS data base regarding conversations and correspondence as appropriate.
- Enter and/or update certificates for clients changing providers.
- Send requests for documentation to clients based upon Specialist’s calendars.
- Assist families and their prospective providers in understanding the steps necessary to become an ARCC child care provider.
- Explain subsidy process to providers who are interested in working with eligible families.
Other duties including but not limited to:
- Process all CCR mail in-coming and out-going; deliver CCR outgoing mail to Williston PO at the end of every day.
- Assist with the annual fundraising appeals.
- Be available to all staff as appropriate and as schedule allows for administrative duties.
Duties may change as needed and other duties may be assigned.
Qualifications:
High School Diploma plus 2-3 years of relevant office experience. Additional education and experience a plus.
- Excellent interpersonal and customer service skills.
- Ability to work and communicate effectively within a team.
- Able to take direction and carry out a plan of action.
- Must be able to prioritize, work independently and adapt to changing priorities.
- Must maintain confidentiality about clients and their circumstances as well as any information in the State of Vermont CDDIS database.
- Demonstrated capacity to deal effectively with clients who are experiencing a broad range of emotions.
- High level of comfort with computers and data entry.
- Excellent organizational skills.
- Ability to be objective and non-judgmental.
Child Care Financial Assistance Program Specialist

8:30 – 4:30
Overview:
Support a caseload of families in accessing and maintaining state assistance with child care tuition by determining their eligibility and by helping their child care providers receive accurate and timely payment for child care services.
Responsibilities:
Work with Families-
- Inform perspective clients about the guidelines and requirements of the program.
- Assure that all necessary paperwork is completed including but not limited to:
- Family and financial information necessary in determining eligibility.
- Letters to families and providers regarding official decisions about the case.
- Child care certificates which accurately reflect days and hours of eligible child care at the determined rate as well as address the client’s responsibility to report changes.
Makes necessary payroll adjustments as needed
- Authorize changes in schedule or payment as needed
- Work with clients to ensure required information is received so that eligibility requirements are met (i.e. documentation from health care providers, office of child support, employment verification, etc.)
- Achieve required performance standards as put forward by the State of Vermont, Child Development Division. This includes:
- process all new subsidy applications within 7 business days from date of receipt
- complete all determinations within 30 days of initial processing
- assure that payments are properly calculated.
- Maintain client confidentiality; includes leaving work space free of confidential paperwork when away.
Work with Providers –
- Assist families and their perspective providers in understanding the steps necessary to become a legally exempt child care provider.
- Explain subsidy process to providers who are interested in working with eligible families.
- Help providers to resolve payment issues.
Outreach –
- Collaborate with other human service agencies and in house to ensure family Collaborate with other human service agencies and in house to ensure family needs are met
- Refer clients to community agencies that would be of further benefit to the family
- Participate in community presentations and off-site application support events
Qualifications:
Bachelor’s degree plus at least 1 year of related experience or an equivalent combination of work and experience is required. Other desired qualifications include:
